		<description>This is a great idea.  And in ten years from now, NYC can sell those rights at a profit because drilling will have an excellent track record in NY because of strong supervision while pouring well casings....something that Co and Pa do not do.  Hydrofracking has been done successfully for 60 years.  How suprising that the states with the most lax supervision have had problems.  Natural Gas will erase years of poor abuse from coal and gasoline.</description>

		<description>I don’t see this as a “backdoor” maneuver by NYC. NYC was responding to the State of NY’s public comment period regarding gas drilling in the Marcellus shale. I can’t image NYC not responding!  &lt;br&gt;&lt;br&gt;As far as “property rights,” regulations govern just about every aspect of our lives and properties, regardless of where you live. You cannot build more than one house per 5-acres in the Watershed. Hypothetically, if you build a 100-story skyscraper, with condos and offices, a rotating restaurant on top, in the Watershed… you could make billions. But of course, you can’t build it. You can go on and on with all sorts of examples of “takings” rules or regulations that supposedly deprive a property owner of cash. The fact is that the public interest, particularly safe, clean drinking water for 11 million people, trumps the majority of land use possibilities in the Watershed. &lt;br&gt;&lt;br&gt;Most Delaware County and local elected officials just don’t get it. They spend just about all their time complaining about NYC, to the detriment of all other issues.
